HB0457 amends Utah law to automatically annex certain unincorporated islands into bordering municipalities. Specifically, it requires islands in counties of the second class that are 160 acres or smaller and completely surrounded by municipalities to annex into the most populous bordering municipality or another bordering municipality if both agree. The annexation takes effect on July 1, 2027. Counties of the second class can exempt certain islands from this requirement by adopting a resolution by May 1, 2027. The bill takes effect on May 6, 2026.
