Born in Shelby County, Swindle graduated from Jack Yates High School and earned a business administration degree from Texas Southern University. He served in the U.S. Army and married Minerva Ellen Higgins, with whom he shared 37 years of marriage. Swindle owned Swindle's Gulf Service Station, later known as Swindle's Chevron, which became a community hub. He received the Gulf Oil Company Gold Service Award five times and employed many family members.
