Mills, a member of Scouting America Troop No. 194 in Pleasanton, earned the Eagle Scout badge by completing 21 merit badges and an Eagle Scout project. He has demonstrated leadership as a member of the Order of the Arrow and has held positions such as historian, patrol leader, and assistant senior patrol leader. Currently a senior at Jourdanton High School, Mills is a member of the National Honor Society and a second lieutenant in the JROTC program. He plans to apply to the U.S.
