Born in Brownsville, she was the daughter of Lucio Lopez Hinojosa and Gloria Garcia Lopez and had five siblings. She earned a bachelor's degree in 1989 and a master's degree in education in 1993, and was named to the dean's list at The University of Texas at Brownsville in 1992. She worked for the Texas Department of State Health Services for four decades before retiring as a regional coordinator. She is survived by her husband, Antonio M.
