Texas SJR66 proposes a constitutional amendment to dedicate a portion of the revenue derived from state sales and use taxes and insurance premium taxes to the Texas water fund. Specifically, the comptroller of public accounts will deposit to the credit of the Texas water fund the net revenue from state sales and use taxes exceeding the first $46.5 billion and the first $500 million of insurance premium taxes. The Texas water fund will consist of these deposits, other dedicated revenues, investment earnings, and donations.
