This bill proposes a constitutional amendment to limit the times when the Texas legislature can enact or modify districts for the Texas Legislature or the United States House of Representatives. The legislature may only act on these districts during the calendar year when the federal decennial census is released, if the census is released by September 1, or within 120 days if the census is released after September 1. Exceptions allow for action within a year after a court or agency action that affects district validity.
