The bill establishes the Surface Water and Groundwater Interaction Advisory Board, consisting of 12 members appointed by various state entities. The board will study the interaction between surface water and groundwater, challenges arising from this interaction, and approaches to mitigating these challenges. The executive administrator of the Texas Water Development Board serves as the chair.
