Texas SB907 amends the Local Government Code to allow the board of trustees of a municipality to establish a bill payment assistance program for utility system customers. This applies to municipalities described by Section 1502.070(a)(2)(B), Government Code. The program can assist low-income customers whose service was disconnected for nonpayment three or more times in a year, or customers 75 years of age or older who received a notice of disconnection for nonpayment. The bill takes effect immediately if it receives a two-thirds vote in both houses, otherwise it takes effect September 1, 2025.
