The bill establishes a shared savings program for certain managed care plans in Texas. It requires health benefit plan issuers or administrators to establish a program that provides enrollees with a written estimate of the final charge for a proposed health care service or supply. If the actual cost of the service or supply is less than the disclosed rate, the plan issuer or administrator must pay the enrollee 50 percent of the difference between the disclosed rate and the actual cost, minus any applicable deductible, copayment, or coinsurance.
