Texas SB851 amends tenant-landlord repair and security deposit laws.
Texas SB851 amends the Texas Property Code to change how repairs and security deposits are handled in rental agreements. Repairs must be made by an independent company, contractor, or repairman listed in the yellow pages or classified ads. If the municipality requires licensing, the repair person must be licensed. Tenants cannot make repairs themselves or through family or employer. Repairs to foundations or load-bearing structures are prohibited unless agreed upon by both parties.
