Texas SB801 amends the Health and Safety Code to allow homeless individuals to request a certified copy of their birth record without charge. The bill defines "homeless individual" as someone lacking a fixed, regular, and adequate nighttime residence or residing in temporary shelters or public spaces not meant for sleeping. The state registrar, local registrar, or county clerk must issue the record upon request. The executive commissioner of the Health and Human Services Commission will establish rules for verifying homeless status and necessary documentation.
