Texas SB736 amends the Transportation Code to require the Texas Department of Transportation to use compost for at least 25% of the soil in landscaping projects and whenever feasible in capital construction and road maintenance projects. Compost is defined as the disinfected and stabilized product of the decomposition process used as a soil amendment. The changes apply to contracts solicited on or after the Act's effective date of September 1, 2025.
