Establishes the Texas Redistricting Commission to create districts for federal and state elections.

The bill establishes the Texas Redistricting Commission to create districts for the election of members of the United States House of Representatives, the Texas House of Representatives, and the Texas Senate. The commission consists of nine members, eight appointed by the legislature and one chosen as a nonvoting presiding officer. Members must be older than 25, not hold public office, and meet other eligibility criteria. The commission must adopt redistricting plans by November 15 following the census year, with the Texas Supreme Court stepping in if the commission fails to do so.
