Texas SB57 amends the Water Code to change how groundwater transfers are handled outside the boundaries of a groundwater conservation district. The bill requires districts to notify other districts and gain approval from at least two-thirds of the districts in the management area before issuing a permit for groundwater transfers exceeding 25,000 gallons per day. This Act takes effect on the 91st day after the future conditions adopted for the management area.
