Texas SB542 amends the Property Code to prevent property owners' associations from imposing fines on property owners for discolored vegetation or turf during a period of residential watering restriction and for a reasonable time after the restriction is lifted. A "residential watering restriction" is defined as a temporary limitation on water use for irrigation, mandated by a municipality, water utility, or other water supplier to conserve water during drought. This act takes effect September 1, 2025.
