Texas SB480 amends the Government Code to authorize local governments to enter into interlocal contracts with other local governments, the state, or the federal government for water research or planning activities. The bill adds a new section, 791.038, to Subchapter C of Chapter 791. The effective date of the bill is contingent on a two-thirds majority vote in both legislative houses, otherwise it takes effect September 1, 2025.
