Texas SB391 amends the Utilities Code to require the Electric Reliability Council of Texas (ERCOT) to direct an independent organization to develop a reliability plan for electric transmission service in the Permian Basin region. The plan must be updated every five years. The bill also repeals a previous provision added by House Bill 5066 in 2023. This Act will take effect on September 1, 2025.
