Texas SB378 prohibits certain medical practices by barbers and cosmetologists.

Texas SB378 amends the Occupations Code to prohibit barbers and cosmetologists from making incisions into the dermis layer of a person's skin or using specific devices, unless they are licensed or authorized by law to perform such acts. This Act applies to conduct occurring after its effective date of September 1, 2025. In disciplinary actions related to violations, the burden of proof lies with the license or permit holder to demonstrate their authorization. The Act does not affect the authority of other state agencies to enforce related laws.
