Texas SB305 amends the Transportation Code to specify the types of vehicles that can be stationary on a highway without being passed by other vehicles. These include authorized emergency vehicles, tow trucks, Texas Department of Transportation vehicles, service vehicles used by utilities, vehicles transporting municipal solid waste or recyclable material, vehicles operated by animal control officers for animal or carcass removal, and vehicles operated by local authorities for issuing parking citations. The act takes effect September 1, 2025.
