Texas SB3022 amends the Water Code to allow the Texas Commission on Environmental Quality to deny a permit renewal if the permit holder has a history of enforcement actions for environmental or health and safety regulation violations. The commission must also find that the applicant or permit holder has an unsatisfactory compliance history or is indebted to the state for fees, penalties, or taxes. This Act applies to permit renewal applications filed after its effective date of September 1, 2025. Applications filed before the effective date remain governed by existing law.
