The bill creates the Texas Emissions Reduction Plan Fund, a trust fund outside the state treasury, to be held by the comptroller and administered by the commission as trustee. The fund consists of money deposited under certain sections of the Health and Safety Code, Tax Code, and Transportation Code, as well as recaptured grant money. Interest and other earnings on the fund's balance are credited to the fund.
