Texas SB297 amends Article 26.05 of the Code of Criminal Procedure to allow reimbursement of reasonable and necessary expenses for counsel appointed to represent a defendant in a noncapital criminal proceeding. This includes expenses for investigation, mental health and other experts, travel, and remote communication costs if the defendant is in a correctional facility more than 50 miles away. Expenses incurred with prior court approval are reimbursed as in capital cases by Articles 26.052(f) and (g), while those without prior approval are reimbursed as by Article 26.052(h).
