Texas SB2934 amends the Education Code to prevent school districts with 5,000 or more students from assigning first through sixth graders to teachers with less than one year of experience and lacking the required certification. This rule does not apply if the student's parent, a school counselor, and a school administrator agree to the assignment or if the assignment occurs during the student's first year in the district. The commissioner can grant a waiver if extreme circumstances warrant it. The bill takes effect September 1, 2025, or immediately if passed by a two-thirds vote.
