Texas SB2930 amends the Utilities Code to exempt electric utilities from amending their certificate of public convenience and necessity for transmission lines connecting existing facilities to a substation or metering point. This exemption applies if the line is five miles or less for load-serving connections and two miles or less for generation connections, all rights-of-way have been purchased, and affected landowners provide written consent. This Act takes effect September 1, 2025.
