Texas SB2923 allows out-of-state distillers to partner with in-state distilleries for manufacturing and sales.
Texas SB2923 amends the Alcoholic Beverage Code to permit holders of a nonresident seller's permit, who own a distillery outside of the state and hold a distiller's and rectifier's permit, to enter into agreements with in-state distilleries. These agreements allow the nonresident sellers to manufacture, rectify, purify, refine, mix, bottle, label, package, and sell their finished products within Texas. The bill takes effect on September 1, 2025.
