Texas SB2867 amends the Education Code to allow the governing board or chancellor of a university system, or the president of an institution of higher education, to authorize payroll deductions for employees. These deductions can be for any purpose that serves a public purpose and benefits employees. The governing board can also adopt policies and procedures governing these deductions. This change takes effect September 1, 2025, unless it receives a two-thirds vote in both legislative houses for immediate effect.
