Texas SB2848 amends the Education Code to introduce performance-based funding goals for general academic teaching institutions. Beginning in the 2026-27 biennium, the legislature will allocate funding using an allocation methodology that includes outcome measures to incentivize students' timely graduation. The performance-based funding must constitute at least 15 percent of the total funding distributed to all eligible institutions. This Act takes effect September 1, 2025.
