Texas SB2800 amends the Water Code to impose a disposal fee of 20 cents per barrel for oil and gas waste not produced in the state. The fee can be passed on to the producer if they are not the payer. The collected fees will be deposited into the oil and gas regulation and cleanup fund. The Texas Commission on Environmental Quality may adopt necessary rules to implement this fee. The act takes effect September 1, 2025.
