Texas SB2783 amends the Property Code to limit property owners' associations from restricting flag display. Associations cannot prohibit or restrict owners from displaying the U.S. flag, Texas flag, military branch flags, or political flags during election periods. Associations can enforce rules on flagpole height, flag maintenance, flagpole construction, and flagpole lighting. They can also impose noise restrictions on flagpole halyards and limit flag displays to one per candidate, official, or party. Offensive flag displays are also prohibited. The act takes effect September 1, 2025.
