Texas SB277 amends the Health and Safety Code to require the Texas Commission on Environmental Quality to consider any civil suits and other enforcement actions taken by local governments against concrete plant operators before renewing air permits. This applies to permanent concrete plants that perform wet batching, dry batching, or central mixing. The changes take effect September 1, 2025.
