Texas SB273 amends the Health and Safety Code to require the Texas Commission on Environmental Quality to consider the cumulative effects on public health and property when issuing or renewing permits for facilities emitting air contaminants. This includes evaluating emissions from other facilities within three miles. The changes apply to permit applications filed after the Act's effective date of September 1, 2025. Earlier applications follow existing law.
