This subsection exempts a conveyance of park land from certain restrictions if the municipality is in a county adjacent to the Texas-Mexico border, has a population of at least 800,000, does not include a city with a population of at least 500,000, and is the largest municipality in that county. The bill takes effect immediately if it receives a two-thirds vote in both houses of the Texas Legislature; otherwise, it takes effect on September 1, 2025.
