SB2658 amends the Texas Water Code to exempt from permit requirements certain brackish groundwater wells used for domestic purposes, livestock, or oil and gas drilling. Specifically, it exempts wells on tracts larger than 10 acres that produce no more than 25,000 gallons per day, wells used for oil or gas drilling rigs, and wells used for mining activities. The bill also allows groundwater conservation districts to cancel exemptions and require permits if the use changes or if the water produced has a total dissolved solids concentration below 3,000 milligrams per liter.
