Texas SB2544 amends Section 1467.054(a) of the Insurance Code to allow an out-of-network provider or a health benefit plan issuer or administrator to request mandatory mediation within 90 days of receiving an initial payment for a health care or medical service or supply. The commissioner of insurance must adopt rules to implement these changes within 30 days of the Act's effective date. The changes apply only to services provided after the 30th day following the Act's effective date. Services provided before that date remain governed by existing law.
