Texas SB2523 amends the Local Government Code to allow residents and landowners to petition for the release of an area from a municipality's extraterritorial jurisdiction. A resident can file a petition if they reside in the area subject to the release, and the petition must be signed by either more than 50 percent of the registered voters or a majority in value of the holders of title of land in the area. Landowners in the area to be released must be permitted to opt their property out of the release.
