Texas SB2434 amends the Utilities Code to prioritize natural gas deliveries to natural-gas-fired electric generation facilities during curtailment events. This bill defines "human needs customers" to include residences, hospitals, water and wastewater facilities, emergency gathering locations, small commercial customers, and natural-gas-fired electric generation facilities. A gas utility must prioritize natural gas deliveries to these human needs customers and local distribution systems serving them when reducing intrastate deliveries. The act takes effect September 1, 2025.
