Relates to the public school finance system. Amends the formula for calculating the average enrollment for purposes of determining the amount of state funding to be provided to a school district. Increases the basic allotment for school districts beginning with the 2026-2027 school year. Provides that a district may not be created with an area of less than nine square miles or an enrollment of less than 8,000 students. Provides that a district may not be reduced to an area of less than nine square miles or an enrollment of less than 8,000 students.
