Texas SB2295 amends the Local Government Code to require municipal governing bodies to authorize by ordinance the creation or expansion of political subdivisions within their corporate boundaries or extraterritorial jurisdiction. This includes prohibiting the creation or expansion of emergency services districts governed by Chapter 775, Health and Safety Code, in the extraterritorial jurisdiction of a municipality without such authorization. The changes will take effect on September 1, 2025.
