The bill creates the child-care advisory council to advise on child-care issues. The council comprises seven members: three representing the child-care industry, two representing local workforce development boards, and two representing the business community. Members are appointed by the governor, lieutenant governor, and speaker of the house of representatives, and the chair of the commission. Terms are four years, with half expiring every odd-numbered year. The council meets twice yearly, with a majority constituting a quorum. The commission provides administrative support.
