The bill creates an oversight advisory council on foster care placement in Texas. This council will advise the department on foster care placements and review complaints regarding the placement of children in the conservatorship of the department. The council consists of seven members: five appointed by the governor, one appointed by the lieutenant governor, and one appointed by the speaker of the house of representatives. Members serve staggered four-year terms. The council is exempt from certain provisions of the Government Code.
