The bill establishes the Historic Texas Freedmen's Cemetery Designation Program, administered by the Texas Historical Commission. Any person can apply to have a cemetery designated if it contains the grave of at least one freed slave and meets other criteria. The commission reviews applications, notifies adjacent property owners, and may charge a fee up to $25. If approved, the cemetery can be recognized with a medallion. The commission must adopt rules to implement the program by June 1, 2026. The act takes effect September 1, 2025.
