Texas SB2136 amends the Water Code to allow the most populous municipality in a county on an international border with a population over 800,000 and containing at least two municipalities each with a population of 100,000 or more to seek dual certification for water or sewer service. This applies to areas annexed or incorporated by the municipality. The municipality must notify a retail public utility of its intent to seek dual certification and may enter into an agreement for the purchase of utility facilities or property.
