Texas SB1999 amends the Education Code and Government Code to protect school employees, students, and public employees from discipline for using terms consistent with biological sex. School districts, charter schools, and institutions of higher education cannot discipline or retaliate against employees or students for such speech. Similarly, public employers cannot discipline employees for addressing others in terms consistent with biological sex. The act takes effect immediately if passed with a two-thirds majority vote; otherwise, it takes effect September 1, 2025.
