Texas SB1931 designates the portion of Business U.S. Highway 83-S in Hidalgo County between its western and eastern intersections with the U.S. Highway 83 relief route around La Joya as the SP4 Rodolfo Valdez Memorial Highway. This designation is in addition to any other existing designations. The Texas Department of Transportation is required to design and construct markers indicating this designation and erect markers at each end of the highway and at appropriate intermediate sites. The act takes effect September 1, 2025.
