This bill amends the Texas Election Code to prohibit political contributions to statewide officeholders, legislators, and specific-purpose committees during special legislative sessions. Contributions made during these sessions must be returned to the contributor within 30 days. The changes apply to contributions made after the bill's effective date, with no retroactive effect. If the bill receives a two-thirds vote in both houses, it takes effect immediately; otherwise, it becomes effective 91 days after the legislative session.
