This chapter applies to counties with a population of 2.8 million or more, districts or authorities with boundaries coterminous with such counties and authorized to provide stormwater drainage and flood control facilities, counties with a population of more than 1.3 million where the primary source of drinking water is an underground aquifer, and counties with a population of 800,000 or more that contain a portion of the Edwards Aquifer or are located.
