Texas SB1663 amends the Water Code to require the Texas Commission on Environmental Quality to notify private drinking water well owners, applicable groundwater conservation districts, and residents within one mile of the contamination site about groundwater contamination. Notifications must be made by first class mail, e-mail, door notice, or another effective method within 30 days of the commission's knowledge of the contamination. The act takes effect September 1, 2025.
