Texas SB1623 amends the Water Code to revise the review and approval process for dedicating water rights to the Texas Water Trust.

Texas SB1623 amends Section 15.7031(c) of the Water Code to change the process for dedicating water rights to the Texas Water Trust. For surface water rights, the dedication must now be reviewed and approved by the commission, in consultation with the board and the Parks and Wildlife Department. The Department of Agriculture can also provide input. For groundwater rights, the dedication must be reviewed and approved by the board and acknowledged by any district or authority with regulatory authority over water wells in the relevant aquifer. This Act takes effect September 1, 2025.
