Texas SB14 amends the Local Government Code to allow political subdivisions to provide credits against water and wastewater impact fees for eligible water conservation and reuse projects. These credits apply to facilities, systems, or products that reduce water consumption, supply requirements, or necessary treatment and distribution infrastructure per service unit. The bill requires political subdivisions to establish procedures for calculating and applying these credits in a fair and consistent manner. The changes take effect on January 1, 2026.
