Establishes a program to use decommissioned wind turbine blades for constructing a border wall or barrier along the Texas-Mexico border.

The bill creates a program for the state of Texas to accept and use donated wind turbine blades to construct a wall or barrier along the Texas-Mexico border. The commission is authorized to charge a fee to cover the costs of administering the program, including collection, transportation, and storage of the blades. Operators of decommissioned wind turbine generators or wind power facilities may be required to ship blades to a designated location. The program takes effect on September 1, 2025.
